No you cannot login from Egyptian IP address if your cousin opens a France Paypal account because Paypal captures the IP address and other important info in browser cookies. If you were to login via Egyptian IP address Paypal would surely limit the account and or ask for account verification. Don't do it, it would not be worth the hassle of trying to get Paypal to release the funds in 180 days.

Yes you would be able to open a Paypal account though you live with other family members in the same household. You would need to provide Paypal with your bank account and CC information to verify your Paypal account and quite possibly a piece of letter mail (e.g. not general occupant or other resident) and or bank statement showing you live at the address as a legal resident. But bank account and CC info should be enough if you're opening a personal Paypal account.
While i signup will add my Cc and verify bank account so as click the selction send address verification letter I am planning to get a premier account though . But personal would be better do you think? The easiest trick would be to have your cousin mail you a debit card linked to a French bank account, so you can withdraw funds from an ATM in Egypt. He could open a dedicated account for you, so that you don't have access to his money. As for logging in from a foreign IP, I doubt it should be a problem. You could theoretically be a Frenchman who temporarily lives in Egypt, who is Paypal to say you can't travel around the world? A French VPN or private proxy would help a lot though, and shouldn't be that expensive. Just buy a dirt cheap French VPS (you should find something with 256MB of RAM for $5/mo or so), set up a private Squid proxy and you're done.
whenever you will use two IP's (even the base musket) would be different , paypal will limit your a/c. All money goes in the drain.
I logged into my account from a few dozen IPs and it's still there. The worst that may happen is to ask for further verification, like photo of your ID and such. Since it's a legit account (his French cousin owns it), that shouldn't be a problem either.
