Can I make another account to do this?

I already have an adwords account I spend $30-$40 on a day. I want to make another account, and basically duplicate this one campaign I have, and send it to a different url. Can I do this?

You cannot bid on the same keywords, and cannot use the same destination URL.

It doesn't matter if he believes he can get away with it, or not. By Google's Rules; you aren't allowed to Double-Serve. Sooner or later, the topic creator will get caught by Google, which will result in both of his accounts to get suspended. The only slight chance that he has with getting away with this is if he:
    1) Gets a new IP for the other account.
    2) Gets a new address and name for the account.
    3) Gets a new credit card to fund the account.
    4) Change the whois information of the other destination url for the other account.
    5) Clear his cookies and cache constantly every time he switches between accounts. If he forgets to even once, then well he is screwed.

Well your first reply to him was that his actions are approve-able as long as he uses a different destination URL. Which is quite wrong, since he must also avert from bidding on the same keywords.
