Why jump to a 4? Jump to a 10! All you have to do is write "PR2" on an the ground. Then write PR4, PR5, etc., in a row. Then "jump" to the PR10. Good luck!

I tell you the secret it is as simple as ABC...You want PR 4, go and get links from pages (not websites) with pr more than 4 only couple of links from such pages would be enough to give you a PR of 4. When getting backlinks make sure that the pages where you place your links do not have high number of internal or external links since link juice (PR) is distributed between the linked to pages from the page that is providing links

No you don't need to go through all page ranks, you could go from PR0 to PR10 and vice versa.

I believe Google's public page rank updates a certain amount of times a year. So you're not necessarily "skipping" PR3, you just aren't seeing when your site hits pr3 because the page rank hasn't updated. and if you get to 4 before it updates it publicly, then you skipped it?

Google doesn't work in a linear fashion, you could jump straight to a PR4 from PR2. However it's not about the quantity of backlinks but the quality of those links.
