My friends account got limited and he needs to send his passport copy and utility bill, well the thing is that he is 17 only( from europe) So I wanted to ask It will be ok if he will send his passport when you can see there that he is born only in 1990 ? I mean do you need to be 18 to Join Paypal Legally? Please Someone answer to this because this is quite urgent!
not sure, I cant remember it was asking if i was 18. but if its 18 you have to be 18, as long as you dont get found out your okay .

No you can't. But they don't check, use a VCC, lol. J/K. Stay legal, you'll be happy. Tell your dad to get you an account (but not with his CC), still, use a VCC, in his name. And, if his birthday is not far away. Try lingering on. Paypal usually takes 2-3 weeks to reply. When his birthday comes, send the documents, I am not too sure Paypal execs will be smart enough.
On a second thought, tell your friend to refund the payment : no fee will be deducted. Then the buyer can send the payment to a legal account from which he can transfer the bucks.
I don't think paypal asks you to be 18 years of age minimum.Though i dont know clearly. Anyways just go and check the FAQ of paypal and you will get your answer
