The User Agreement which appears when you signed up at Paypal

    http://www.paypal.com/cgi-bin/webscr?cmd=xpt/ua/USUA-outside reads

Yes, you indeed need to verify your account, whether you are from India or some other countries. If you have two accounts, you will need two separate bank-issued credit cards to verify them.

Yes you can have a Personal account( to recv non cc payment) and Premier/Business account (to receive credit card and echeck payment) under your name.
Personal account need to be verified to receive payment to your bank account.

Unverified accounts will have no limit in receiving funds but you cannot withdraw or spend it until you verify it. I believe there is like a $500 total limit for withdrawal. Unverified account technically may not be trusted by some people and may have a higher level of being limited.

Yes, as I mentioned earlier, you cannot use the same credit card to verify both personal and premier accounts. You need different ones.

Don't try to use one to verify and remove it and use it to verify the other account, others tried that and both accounts are locked.

If I remember correctly, there is no limit to receiving funds but there is a US$100 maximum withdrawal/sending limit (total). After that you cannot withdraw or spend anymore of your paypal balance until you verify it.

When you log into your paypal account, you should see a Limit link which will show you your limits.

For Indian accounts sending limit for an unverified account is 100$. But I guess you can't withdraw money from an unverified account. You would need to verify it.

yes, I am sure. People use real credit cards from same banks to verify two PayPals :) Same is the case with VCC
