I have a PR4 site with less than 5 backlinks. Quality counts a whole lot more than quantity. And when I say quality, I mean content and backlinks. Many people think a whole lot of backlinks will increase your PR. It does, to an extent. But I still would pay attention to quality. Here's a twist. Do high PR sites have high PR because of backlinks, or do they have a lot of backlinks because of high PR? If you get 1,000 useless backlinks, they will do nothing. Backlinks plays a vital role for PR. But thats not the only factor. Even without any backlink you can get PR.

I started a finance blog (cochimetl.blogspot.com) last year. In its first PR update, it got 3/10. That was unbelievable, because I never carried about that blog, as a result of this, the blog did not have any backlinks. Then the rank got down to 0/10 as you can guess.
Even if you yourself do not indulge in getting backlinks yourself, great content of yours would automatically force people to link to your info and article... giving you back links in a natural way! I agree. The answer is YES. You can get PR without back links. But you will not get high PR unless you have good back links. PR1 is possible without back links as long content is of excellent quality, other on-page SEO done and plenty of internal linking within other pages on the site. I have experienced this more than once but like I said, I do not know if you can go beyond PR1 without back links. Anyway, natural back links will always develop as well if your content is very good. Bloggers and other websites will want to link to you without any link exchange, sales or blog commenting. So eventually your PR will climb. Remember that back links is only one factor, albeit the most important factor, but nevertheless there are other factors. Don't create 10 blogs and spread your efforts among them. Focus on one. Write good quality content or hire a professional writer. Optimize your content, title, headings and link between pages. External linking to reputable, relevant high PR websites helps with visibility, but not sure about PR.
