I purchased one antique book from one person from Poland. I transfered 250 USD to his bank's account 2 months ago. And he didn't send me the book. I've not heard him since that time.
Can i return my 250 back from his account
Hope to hear good sugests from you.

Banks are only involved in money and in your case, money transfers. They are not involved in the sale or the transfer of goods. Their job is done when the money is in the hands of the one you are sending the money to and besides funds transferred through the bank are not reversible.

The only way is probably to bring the other party to court.

Seems like you have been scammed :(
I guess you can't get your money back and possibly he's using fake details to open a Bank account so he cannot be traced. Call the police!

It is a bit late but what you can do is contact the police authorities in HIS country. Unfortunately because he is in a different jurisdiction there is not a lot you can do without a LOT of hassle. You could technically sue him but you'd have to do it in a court in HIS country but I doubt you'd do that for just $250 - you'd have to pay legal fees 100 times that amount.

With wire payments it is a bit tricky as they normally cannot be reversed WITHOUT the consent of the person who receive the funds (beneficiary)

"Wire transfers are final payments. Once they have been accepted by the beneficiary's bank in the U.S., they cannot be reversed by the originator without the consent of the beneficiary"

In the future if you can try using paypal or credit card payment or some form of payment which can be reversed easily.

you cna not reverse the wire transfer, the only way to get refund is if person send money back to you or if he do not the only alternative you have is to sue him, but this option is more expensive
