can i get my money back from paypal?

    i currently have an account with 100 usd inside and its limited

    i have old accounts with paypal that have negative balance of over $1000

    is there anyway i can get the $100 without returning the $1000?

    my latest activity was on june 2013

    is it true i can get back the money on dec 2013?
