AdSense > AdSense Basics and Policies > link exchange is allow??? You can certainly exchange links with other sites which are relevant to yours. This is a good way of getting organic traffic. You can also register your site or blog in directories. The best ones do not require a backlink, but if you want to use one which does, that's OK too. Just make sure you never pay for links, and don't participate in schemes designed to cheat the system.
