    I don't quite understand your question but as far as I know Joomla is an open source application and its license allows any sorts of modifications.

    Please make sure whether you need a blog with forum or CMS with forum.
    If you need a blog with forum then you can go with wordpress with forum plugin or You can use joomla with fireboard. Wordpress can be manage easy then Joomla.
