    Yes, you can. Use their Help Center to contact a Paypal representative, and request the downgrade. This is a manual process so you won't find an automated tool to do that within your paypal account.

    Well, ya you can do this . You just need to email them or call them once !

    But downgrading facility can be availed only once in a paypal account ! :)
