can I do this with DW8?

    I happen to have the same version of dreamweaver as you, and I was also wondering how to do the transparent effect as well. Unfortunately I have yet to figure it out. I'm no master with dreamweaver, but I am really beginning to think that this is not a feature that dreamweaver is even capable of.

    It's done with semi-transparent .PNGs and could easily be done in any version of Dreamweaver. Use Fireworks to edit the UI graphics and set their transparency to like 50% or whatever you prefer, preserve alpha transparency on export to PNG, edit UI in DW or your favorite HTML/CSS editor.
