If I use text from a RSS from another site to create new sites for me can I put Adsense on them? I am not 100 % but you can take any copy content and put Adsense on it.

Of course you can. As long as you correctly build links and authority to your site, you can even outrank the blogs you scrape from.

I don't think so, if you put a website out there it is public, but that doesn't give everyone the right to put your content on their site

rss is put out for people to read content in rss readers, not necessarily for them to republish it on their own site without permission

Actully i do not think they have a TOS about this but i will check. Since they are a comunity every user have its own RSS. I do not think they thought about it that much :)

By definition, RSS stands for Real Simple Syndication. RSS feeds are meant to be fed into readers, blogs etc. So, IMO copyright is not an issue here. But, still, I might be wrong.
