Can I create an ad sense account from a website and use it on the other one?

I have two websites, one is content heavy. The other one is more of infographic and information heavy website. Google is constantly rejecting add for the infographic website.
Can i get an apporval from the content heavy websites and use the same account to add another website?

 

You can but when they do a manual review before payment is due they will just ban you, not worth the risk.
