Can I create a vBulletin forum free?

    I have hard create vBulletin forum is expensive. I need to buy a license with worth $200.
    So my question is...........
    Is there any way that I can create a vBulletin forum free. Any old version of vBulletin or any suggestion.
    Also is it possible to buy a vBulletin software license second hand?
    Is there any way that I can get a license.....Please help me:)

    Well, I think that your only options is making some money. Nobody will give you it for free.
