I have already a pay pal account premier, but because of one of my clients account problem, pay pal held my money and now i have a negative balance of -99$. The problem is that my client have call them but he doesn't pronounce very well English , nor he understands. I have called them too but they said that they have received a confirmation e-mail, but my client need to call them again and confirm also by calling. And for this reason i cannot make any transactions because of the -99$, i can't upload funds because i don't have anymore funds. And that's why i would like to know if i can create another pay pal account, the same name, same adress, different CC. Is it possible, or i will get banned on the both accounts?
It would be better if you use name of any of your family member. So that you will be on a safer side.
If your credit card and bank account are already linked to another account you wont be able to use it. If paypal detects the new account they will put a hold on it too. Same address and name means they might detect it. If they are still investigating your case, more likely they will detect it. Best thing to do is clear the problem up and do it fast!
