PayPal allows you to open one business/premier and another personal account. You cannot open two same type of account like two personal or two premier or two business. As far as IP is concerned I am not sure. But I never saw PayPal doing IP check. If IP is an issue you can just use Proxy.
Paypal accounts are created based on individual person's identity. It has nothing to do with IP addresses. An individual is allowed to have two types of Paypal account at the same time...a personal account and a premier/business account. Regards, RightMan

If you will use different names (and different CCs, ofcourse) then you can register two premier accounts
But don't forget that you have to open another premier account with other name (not same name as your existing premier account) as well as you need another CC to verify it. DON.

I think you can create as many accounts you want from a IP. Assume there are 4 people using same computer and all of them need a Paypal premier account then?? ya they can do it Paypal checkes indvidual identity and not IP.
But waht if I have two PayPal premier accounts and when i already got funds in my 2nd account, I will send the funds to my 1st account. Can I do that? Is it a vilation?
get two account from the different place although it is oke if you sign up the account from the same IP grounds.this reason is need to be done because paypal will stay you away from the history of "Suspicious multiple accounts maker for criminal activity suspects
