I was searching over the net and found a joomla template. I want to convert it into a HTML site.
    Is it possible?

Static content is content that doesn't change frequently. In simple HTML-based websites, each menu choice simply displays a page of content.

u need to collect content of index.php,footer.php and header.php or all files which are included in index.php.
remove technical part and leave only static part.

You'd need an experienced developer to have a look at it for you and possibly recode it in PHP/HTML5. This can be done by looking at the source code, not necessarily going through the FTP files.
Joomla dynamically generates pages so there isn't a folder with all the HTML files. Your site will have to be recoded and this will cost money.
