Can I control geography for Ads group different from Campaign?

At this moment, it seems if I setup campaign says for few states in the US, then all my ads groups in that campaign will follow its master.

Is there anyway that I can specify different region for my different ads groups in the same campaign without creating new campaign of that same products?

Imposible.
You need to create new campaign with same ads and keywords and set different region.

 

Geo targeting is done at the campaign, not ad group, level.
