ya i called them once. no issues. make sure you register with them via https://www.paypal.com/in/cgi-bin/webscr?cmd=_contact-phone they will ask for social security number etc (automated stuff) for identification. if you do not have the same the registration token will come handy..
you should login to your PayPal . and click on Contact us page . select call us . after clicking it , it will open secret code + Ur email Id and Preferance to identify ur info .which u must provide to Paypal while conversation with operator ..... by that way u can do
