Can I buy a domain and immediately build links with no site?

I have an idea for a product I want to develop to fulfill a high KEI niche. I do not have time to work on it yet, but would it be a bad move to buy the domain and immediately start doing directory submissions to create inbound links?

Or do I need to put content on it first?

Let's imagine another example. Private website - completely protected with passwords. This web site will have links as well and will never have any troubles about this. PR of front page will go UP. and in case you remove pass this web site will be indexed quickly and will have no problem (sandbox maybe)

It's not a good idea because directories won't approved the links that doesn't exist. The links has no value if links has no content.

Precisely. Put some content on there that's link-worthy, THEN submit.
