It depends on the competition in your niche.

 

You can do it by yourself for free, it is not that hard and the best part is that you are in control of everithing.

 

If you have time to spent on the internet then do it yourself you will achieve the position very soon. Throwing away the $100 can't gave you the higher rank in one or two days.

 

You get what you pay for and $100 will not do anything for you.

Instead, take that $100 down the pub and have a few beers with your mates.

 

$100 will realistically not get you anywhere.

A better idea is to spend time on it yourself. Learn ethical SEO and learn how to climb the SERPs in your own time. It'll be a good skill to have also, and it'll save you $100.

You can't answer a question like this without more details. How competitive is the keyword? How many backlinks do the websites ranking 1-4 have, and are they quality?

Once we have this information we can begin to form a general opinion of how difficult the task will be.

$100? That's a little bit more than what I make in a day and I do internet marketing/seo for a living. $100 will not get you from #5 to #2 if you have enough competition in the niche that you can't do the work yourself. Now if you had the budget to hire someone to work for a few weeks, it would be far more likely but you'd be looking at spending at least 10x what you've got now.

 

No SEO company can give you guaranteed results, it depends on the competition of the websites higher ranked then you really.

Plus, it takes a lot less time to get 10 quality backlinks, and you'll feel a lot better having those, than to have 3000000 backlinks from porn/warez forums which is what you'll get with most "backlink blaster" software and from some services promising you 10000 backlinks for $20.

It all depends on the competition. You just have to beat them. And maybe all it takes is just one more quality link to move from number 5 to number 2. If you don't try you will never know. But do the work yourself and stay away from dirty cheap farm-links.

 

No this is not a good deal because it is much easy to place your site on page one of the Google but quite difficult to compete the top 10 sites which already visible there. Here my suggestion is that take some regular services and try to get the improvement gradually. You are already in page one of the Google so try to put some regular activity on the site which improve the value of your site then surely you will get the improvement in ranking.

If you will make a deal with any seo guy/firm to get the 2nd position then it is hard deal.

What is your competition, if its easy then something can be worked out, but if its hard then seo's experts will laugh at you... its one thing to ask for a 2nd spot for $100, but its a joke to demand a 2nd rank before they get paid...
