No, you must be a US citizen to get a YPN account. They will not accept someone that doesn't have a valid American SSN or EIN, and you need an American bank account.

Yes, green card holder gets US Social Security number.. As long as you have SSN.. you are good to go.. I don't think YPN checks if you are citizen or not.. or how would they check?? conclusion greencard is OK Visa is probably ok <--- not sure
