can i apply for adsense with only 15 days old blog ?

i have made a blog with simple content because one of my account got blocked with no reason...

so can apply with this blog with different ip and different address ?

with different payee name

You can apply for adsense account with even newly created blog. but as you say your one account is already banned then there may be some problem. but I think using new address with different domain will do it for you.

I thought your site had to be older then 6months now to apply for an adsense account???

 

I applied for mine the same day I created my blog and there were no issues.

 

you will be banned again most likely. i would try something else like adbrite or bidvertiser. There is a list in my sig link. check it out. and good luck

 

adsense has been following a new policy for few months now where they require a site/blog to be atleast 6 months old to quality for acceptance into the program. i however seen few exceptions falling through the crack so you can give that a try. if you have unique content and quality blog, you might get accepted

I am really not sure about this. can you please give any source of this.
i heard many pplz are saying that less then 6 months are not being accepted. i think google always anounce these type of things in polices or atleast in their blog. i can not find any indication anywhere saying so. but still many pplz are saying that less than 6 months old sites are not being accepted.

yes you can apply for an adsense account with a 15 day blog, but bear in mind that it is highly likely to get refused. Google looks for good content, some established backlinks and some reasonable traffic.
