Can I add ads on images?

    those type of ads only for premium publishes, if you are PP, you will have lot of options like transparent ads, flash ads, custom sized ads...etc..etc.. :)

    No, this is confuse the ads which is considered against adsense TOS

    I wouldn't test it, I'd ask Google themselves. I've gotten notices from them from doing similar things in the past.
