I don't think so. Google doesn't judge your site based on which host you choose but as you said the speed matters. Better host means better speed which will definitely help in ranking.
There used to be a thing about other sites on the same IP creating a "neighbourhood" - if they all linked together then those links were discounted. If one was a problem in Google's eyes that could impact the other sites. Given that if you're on shared hosting you have no control over those other sites it created a few problems. I'd like to think Google have moved past that but you'd do well to do your own research.

Interesting. I've been with Godaddy for 15 years and have been generally pleased with their performance. "Often down"? I have not experienced that at all. "Slow"? Like me, you're probably on shared hosting, the most affordable option. But that said, I have no complaints about the download speed of my Godaddy-hosted pages. They load in about 1/2 to 2/3 of a second. Perhaps your pages need some speed optimization?
You know what I have noticed this too. People talk very low about Godaddy. Often they forget to mention that how cheap and easy to step up godaddy is. From what I see godaddy is one of the best hosting for people who don't have much technical expertise and/or knowledge about sites, in much reasonable price.
In my suggestion yes it can because hosting not only decrease your page load speed but also can't manage more traffic. If you can't get the traffic so it will a big lose for you.
Yep! Site load time does affect ranking like you said. So a bad host would obviously not be good. You should optimise your site as much as possible to create the fastest load times possible which also includes choosing a good host.

You are right: page loading speed is not a "main" factor in ranking. It's a small one. But pageload speed is a significant factor in your visitors' satisfaction with your webpages. If they load slowly, you'll get lots of abandoned pages.
