    Google probably can access such a url, but it may still be a good idea to resolve such issues. Other search engines may still have problems with such urls. If you want to be sure, just check in your Google Webmaster Tools account for any indexing problems.

    Special characters and htaccess/seo friendly url redirects are enormus problem consider replace any special ch. with null.Without htaccess no problem.
