While there is such thing as "fair use," that doesn't mean Google can't make your life a living hell if you don't follow their own interpretation of the rules. It sounds like G doesn't like something about this dude's site, and they won't let it go. Although they do make a good point about certain things, such as the Chrome logo being integrated into his site, rather than just used as an image in a news story. (Not that I agree with their stance...)
Chromes already losing the share of users in the browser battle, but what would google have to gain by blocking their logo on another site?
Yes legally they can do it. Whether or not it is good for their public image is another issue entirely.

They can send letters like that, however they would almost certainly lose if they take this case to court. So this guy could simply ignore them, or even counter-suit for blackmailing if they removed him from SERPs
