I want to buy http://****.us domain , in Yahoo and godaddy always asks if im citizen , US / Foreign organization which has office in states .. etc

Does this mean that non US residents are not allowed to buy these domains ?

Yes. However, two workarounds are to use someone else's US-based details
that you know or that of a "registration agent".

Both have risks. Weigh them well.
