Yes .com can rank highly in Australia. You do not have to submit - all Google datacenters speak to each other so Google.au will be aware of sites in all the other datacenters

The aussie hosting will give google the impression that you are targeting australian users. It would also be a good idea to get some .au links.

By default .com domains are assumed to be targeting Google.com just as .com.au domains are assumed by Google to be targeting Google.com.au. If you would like your .com domain to rank in Google.com.au then I'd suggest a few things:

    1) Host your site in Australia... not mandatory but it helps
    2) Set the Geo Targeting in WMT to Australia - mandatory
    3) Get backlinks from other sites with .com.au domains or non-ccTLD domains that are also targeting Google.com.au - mandatory

BEWARE: Any rankings you have in Google.com will likely faulter once you begin targeting Google.com.au in WMT. It is very rare that a site ranks well in Google.com and a country-specific view of Google (like Google.com.au). So you need to decide which you think most of your targeted audience will be using.

Go to your Google Webmaster account and set the region to Australia. Now it will be same as .au, you will just need to do backlinking.

Participate in Australian Webmaster Forum. It will help you to get links.

    Thanks for all ur response.

And for another site .au domain I brought that site to Google 1st Page for 3 words(2 Long Tail), But it withstands only 2 weeks. Today I have checked that my site went to 3rd page for most of the keywords(bookkeeping service). Why this fluctuation. I was really shocked. Can anybody explain me, how to recover those 1st page rankings.

At present, I reduced link building process, due to another site concentration. May be due to this reason. Please help me?

It may be due to Google updates. It may be a temporary issue. You will be back in ranking..

Keep doing link-building to your site..!

Internet is the process to get business and visitors across the world. All region specific google results come from google.com results, region specific results can get some preferences but it doesn't restrict to get rank there. If your website is highly relevant to get top rank then there would be no problem and you will get relevant visitor from all over the world.
