Can anyone help with tutorial script?

I'd like to integrate a script where users can send their Photoshop/coding/etc tutorials to be listed on the main page.
They fill out simple form (thumbnail download, category, short description, tutorial URL) and the data gets recorded into database. After admin approval they appear on the main page. Click on the thumbnail would open their URL in a new window.

So whats the problem again? This would be the simplest, most basic coding done.

If you do not even want to try and make an attempt at it, and just want to copy someone elses idea, you think we are going to do it for you?

If I knew how to do it I certainly wouldn't ask for help. And I don't want to copy anyone's ideas. Similar script is used on all tutorial websites. I'm giving an example of the script. They are all copying from each other, right?
If you can't help please get on with life and just ignore threads like this one.

Yes I'm looking for someone to write it for me and I'm prepared to pay for it.
