if you don't want to pay any money at all for your site, go for something easy and reputable like blogspot.com. otherwise, register a domain name with http://www.namecheap.com and get hosting from hosting services like http://www.asmallorange.com
First you need a domain, then you need hosting. I've got domains a little cheaper than namecheap, and hosting far cheaper than asmallorange.com with much better features. The details are at the link in my signature regarding web hosting, or you can just PM me and I'll walk you through the whole signup process. $75.00 a year, and $8.50 a year for the domain name. Then once you've got hosting, (on my hosting account at least) you'll have a control panel that will allow you to automatically install blogs, and begin posting right away.
