PR is one of the factors that determines where your pages will be listed in the serps. Your onpage optimization is also a factor. Do an onpage seo comparison (keyword density, keyword location, etc.) and see how you match up.
Frankly, I think PR is a joke. Think of it this way. If you use a real popular search term, real estate for example, you will get over 300 million results in the serp. Now, those 360 million are ranked one through ten. That means there would be an average of 36 million in each rank. There is no sense to it. What I am trying to do on my site is to help users realize how to refine their search terms better. We (myself included) like to cut our keystrokes to the bare minimum but overly broad search terms are the problem I think. As long as people think it is possible to rank 360 million websites it won't change. What could possibly be different enough between site number 180 million and 180 million and one to warrant a 20% difference in rank? Mathematically and practically impossible.
PR wont matter if your content isn't relevant. Also, your keyword placement is very important. Bolding, and giving keywords header tags will show Google that those keywords are important. PR wont do it all!

PR is for trust rank , will help to get some good links , but not improve the SERPs (or is counting very little)
It's pretty simple. PR relates to a specific web page but (the important point) it is INDEPENDENT of the search query. When you search for "blue widgets" the PR of the page is one of many factors used to calculate SERPS. All other things being equal, pages with higher PR will appear higher up in the SERPS. BUT - all other things are usually not equal, and the factors that relate to the specific keyword (keyword density or occurrences in different parts of the page, anchor text etc) can mean that a page with low PR but high keyword relevance may appear higher in the SERPS than a page with high PR but low keyword relevance. SERP's are more related to backlinks, quality of backlinks and anchor text used in backlinks. EXAMPLE: Someone may have 10x the amount of backlink you have, but if all your backlinks use the anchor text "Blue Widgets" and there links are just using regular backlinks without anchor text you would rank better for "Blue Widgets" than they would. Also a backlink from a higher PR site would increase the SERP's more than lower quality links of PR0 sites. Making sense?
PR is not the basis in SERPs as I see it, but some do...there are lots of factors to consider with respect to ranking in SERP. I just don't know why you blame PR for this and why is that PR you noticed why is this happening...
