From the experience of a friend who travelled from Europe to Africa (non-supported country) the answer might be no, he had his account suspended until he could fax proof that he was the account owner. Not sure if that is typical though, or just his experience.

yes, you can, you need to be able to proof it, just in case they suspect you a Scammer.

Yes. Call or email paypal's support and tell them what country you will be in. Try to avoid accessing from there as much as possible. You could also setup a proxy on a US server, so that Paypal sees you coming from the US. If you have a website or server hosted in the US it could easily be used for this.

    This is not working.
PP still can detect it coz there will be different in the header sent thru the browser when you using proxy.

No, its always risky to use PayPal from other country even if it is supported by PayPal and you are talking about non supported country, which is big no no.

    Thanks

What do you mean by using PayPal as traveler?

That I cannot log into in my PayPal account and
make payments from any internet point in the world?

That my PayPal account is tied to my Country IP?

    Please, explain...
