you can, but don't expect much of a response. many people don't use their primary email addresses for directory submissions. (and as others have said, don't overdo it. It's ok to send one or two mails a month).

i think you should first let the submitters acknowledge that you would use their emails on the submitting page, otherwise it's spam.
Yes, if that's related for their service. I always received a mail from directories offering their services if you want to upgrade the subscription.
If they agree to subscribe to a mailing list and there is an option to unsubscribe, there is no issue and you can do it.
The people must first be aware that they are classed as members and that by registering with the directory or submitting a site that they agree to these offers being sent, possibly too that they are made aware of the frequency that they will receive them. And that they have the option to stop them if they want to.
Need to state that on TOS page, that from time to time that they will receive some type of promotional.
Same here Darren. Directories for the most part send no traffic, I think the little they do send is sent by the owner clicking and checking, or webmasters using a directory as a way to guage competition. I still submit for links, but dont count on much coming from them. Even the expensive big boys dont send much traffic.
Like awinsjclarke said, if they voluntarily subscribe to a mailing list/newsletter, I see no reason why it'd be ethically wrong to send emails...
As long as you have a check box to "opt in" to a newsletter and they check it, you can. All mailings need to describe to them how they can "opt out" if they should choose to. As someone else has already stated, you might not get much response because anybody who has done a lot of directory submittions has learned to not use their primary email address for submittions due to the amount of spammers directory submittions pick up.
i know vbulletin forums ask you if its alright to be emailed by admin i wouldnt consider this as spam if they are using your website just dont sell or give their email adresses away
You need a clear opt-in box. It shouldn't be checked by default, and you should give an idea of the frequency of mailings. In general, newsletters and promotional emails from directories are considered spam. If you want to know how not to do it, sign up for any directory owned by the iEntry network using a disposable email address. On the other hand acceptance and rejection emails are fine, and people expect to get these.
