Campaign management and history

I have several campaigns set up and over time they have become untidy and not quite as logically organised as I would like. The easy solution would be to shuffle the ad groups around into different campaigns but if I move one I lose all its history when it arrives in its new campaign home. At first I found this really annoying, now I realise that it must be to do with history so that promted some thought and a question:

When setting up a new ad group I often put in a fair quantity of keywords - all still very specific but often with different word order, synonyms, etc. Once you include broad, phrase and exact match varients it is quite easy to end up with 100 - 200 very closely matched keywords that pertain to a single ad.

Once fired up I will get to see which keywords are working / getting searched and which ones are not. The dead wood can then be cut out leaving a more streamlined ad group with a good CTR and usually a low traffic volume. The problem is that this process can take from a few days to a few weeks to arrive at a decently performing ad group, in the meantime I can clock up thousands of useless impressions which hurts the CTR of that group in the longer term.

Is there any advantage to firing up new ad groups like this in a special "start up" campaign and then moving them to a new campaign when I am happy with them. This would always give me one campaign that under performs but all the others would be good from the start.

Likewise if I have an ad group that is giving a poor performance from the point of CTR should I move it out of its current campaign to stop it hurting the campaign's history.

Which is most important - the history of the ad group, campaign or account?

Moving keywords/ad groups/campaigns within an account has zero impact on historical data and it's relation to your current QS.
