There is a list of 10 email address shown.
We have to pay each person in the list $1
    After all payments are confirmed.
My name will be included in the list.
All I have to do it seems, is get 5 people to visit the website with my referral and link.
    This works like a pyramid.
Do you think I should go ahead and signup?
I just might receive some good bucks.

Its not a scam . Its ILLEGAL. Paypal strictly prohibits this kind of behaviour and can result in termination of account.

Never never never do that, such a scheme exist in various forms before before the Internet began. It is a scam pure and simple, you cannot create riches out of nothing, something have to come out from somewhere and often it is the victims who forked out the money.
