TexMac @ RPF found the paper that Cain has on his website, and which he touted during the last debate to support his plan, is apparently a copy of a paper published in 1996 about flat taxes in general and is not specific to Cain's 999 plan: Cain challenged us in the debate to read the independent analysis of 9-9-9... Please help! Looks like straight up fraud to me.

The author of the 1996 paper is working for Cain's campaign. So much for the analysis of his plan being "independent".
