Cafepress kind of site - Where to start?

    I want to have a with some features such as Cafepress. Obvious not as big or complicated because I would not be able to afford anything of that nature.

    I have no background in programming or anything so this is why I'm here to look for some advice how I could go about this. Basically what I want is to have a feature which let's members be able to upload images or type text on to a shirt, and other stuff. Kind of like this.

    So basically, my question is how should I got about this? Is there a existing script like this that allows customization out there? Or should I hire a programmer to have it done. If I do that is it crucial to have programmers face to face so I could monitor the direction of it in which I would need to hire locally. Or could I just outsource it and have someone design it online. And what size of a project would I be looking at? Is it like a 30hr job or a 300hr job? Estimates of cost?

    As you can see I am pretty much clueless and any opinions or perspectives would be appreciated. I know no one can't really tell me exactly ,since there are lots of factors in play and that it is not a very detailed report on exactly what I want. But I figured, given my current lack of knowledge any sort of input from experts here would shed some light for me. Because truthfully, I don't even know where to start.

    So, they cost like $3000 and with modding maybe $2000 given that they are customizable. So I'm looking at something like $5000? Would that be save to assume?

    Our own site has cost us at least that, and we still do updates and upgrades to our site all the time, it is never finished, and there are always more addons/features and options to add to it.

    Google photosales and have a look, not quite what you want but that gives a good idea on what can be done from using a stock package.
