Caching takes some time generally. Can I ask why you need your site cached? I'm curious :p

Submitting in Google webmasters is also not that useful these days. I have submitted my website in webmasters but it is too slow. My website was previously indexed but the link information and caching power even after submitting to that tool is the same. Its not of much help i would say!!

I've had the same problem with one of my blogs and am about to start a link building campaign to different pages.

i'd say do pingomatic then add it in webmaster tools and blogger will submit an automatic sitemap for you. then you have to wait and cross your fingers. also make sure you add a description to your blog. blooger is really good at providing what google wants to see from a structure standpoint so you are on the right track. you can also search your blog url in google to see if it exists, then your site is being reported jsut ranking low.
