No one will ever be able to tell you how long it will take for you to learn a new scripting language. Start learning it and you'll see.

uhm, depends a lot on your css/xhtml skills.

c# to php should be a breeze. Your OOP skills will help a lot when you transition into frameworks like zend also.

If you know classes, you should be able to write PHP code from the documentation (the chm file is downloadable). If not you should still be able to write some pretty good code right from the start, but classes will take you as long to learn in PHP as in any other language.

How long before you can write in PHP without thinking PHP? I don't know - after 5 years I still keep the chm file open when I'm working. But you should already see the code when you see the problem. (I came from VB as my last language before I started learning PHP, and I was writing code after a few minutes.)
