I'm abit muddled up about getting new hosting, i don't need my server anymore so i was going to downgrade to a VPS. I have about 20 sites in development, some in the same niche so i'd like to interlink them.. but i asked a VPS company if i can have 20 different c-class IP's and they said i could have 20 over two c-classes.

Do they have to be different c-class IP's? Or what..? Any suggestions for a hosting company?

If I were you I wouldn't interlink at all. Are 10 extra links really worth it at the risk of losing ranking.
Choose you best performing site and link the other 19 sites one way to that one. Then choose the next best site and link 18 sites to that. etc

I agree with Big Al... the risk is much higher interlinking. If one site gets nailed the whole thing might come down and that will be a lot of time down the tubes.
