People say that buy traffic is a waste. However, you have to look at what your goals are. If you use a service which provides traffic based on a particular category, AND that traffic is counted in your google stats, this will increase the activity on your web site, which in turn will help to increase your ranking. The truth is in your web site's stats. Look to see if the traffic is registering. If so, then at least one part of your goals are being met.

i dont think its a good idea, they might come and visit but they almost never stay, in the end it increases your bounce rate, reduces the avg time on site and makes it harder to sell

Spending your money on this.. can hurt your business because you are risking your sites to be banned (cheap traffic usually comes from bots). Instead of focusing your money on cheap website traffic.. why not think long term by establishing genuine traffic from social media or investing your money on content or guest posts from other "established" sites that way, you will continually gain readers and followers and increase your traffic.
Buy targeted to your niche.... untargetted complete waste of time and money. Targeted might actually have visitors stick around, click a few ads, hell some might even buy (small chance), but it would boost SEO (traffic is a big metric), and lower Alexa (if you were looking to sell). But if you do not have a high budget, what you need to do is talk to the provider and ask them the source of traffic. Does it look convincing? Then go for it.
