Google already sells targeted traffic in the form of Adwords. Albeit it is organic traffic it's targeted by what ever keywords you choose in the ad. Be careful buying traffic on the net. Especially when it's from someone on a forum like here. Sometimes you are only buying fake hits that claim to come from expired ads and domains and claim to be "targeted" traffic when in fact it's half a million chinese ppc clicks that can't even understand your website. You can buy genuine reputable targeted traffic though and do it in a legit way. There are other alternatives to Google's Adwords program. Buying that sort of traffic will not get you penalised by Google. Google would not penalise you for that. AFAIK Google doesn't and hasn't ever had that as a part of its algorithm but who knows? Take into account Google looks at who YOU link to and not by who links TO you to decide if you should get a slap or not.
