There are some companies that offers "quality traffic" e.g 5000 visitors for 30$. Does such traffic and links that such offer generates can affect in bad way my PR? Does google accepts such way of advertising?
if google dnt know that you've paid for the link then it should be ok, the chances are tho that no one can guarantee traffic, even if they place a link on their website who has 1million visitors a day, u can guarantee how many ppl are guna click your page. if their page has a good pr, it will help your pr when the next update comes tho!
Ok, but this traffic is made by contextual link advertising. They have 30.000 partner sites they generate links from double underline words. Here you have link to the site: http://www.qualitytrafficsupply.com/howitworks.php Isn't such links count as spam? Or black hat SEO?
