I have some plans for the future one of which is to buy a server and host my own sites but I am using a host now and the domains are registered with them I pay a yearly fee to have them hosted. When the time comes will I be able to move these domains to my server with my sites and own them entirly? do you have to buy out the domains?

Usually you point nameservers of your domains to your new hosting, so it doesn't matter where the domains are registered.

If you have access to the control panel of the domains you can do as teminator69 said before
If not request from the person who has access to them to give the control to you

Sure. Just choose a Domain registar and place your domains for transfer. This way they will come to your own account and you'll be able to manage them on your own.
