Buying leads for web design – any success stories? Or other marketing ideas?

I need to generate more web design clients. However, I'm in a very small, very rural town, where few businesses have websites. The closest town is an hour away, and moving isn't an option because of my spouse's work contract. Most of my business for the last 10 years has come in by word of mouth – but the last year or so has been difficult, and a number of clients have canceled projects or closed their doors.

Our clients are always happy with our work, we're fast, reasonably priced, communicate well, etc – once we have them, they're pretty content, and often stay for years as maintenance customers.

It's just getting in the door – and right now, we're on a super tight budget.

I've tried designquote – and they give lots of info on the project, but 9 times out of 10, they never respond. And I looked at another place that sells leads, but they don't provide any info at all.

We started a spin off company that would give a percentage of the project fee to charity, but no takers yet.

I've tried hiring sales people, but don't want to spam customers, and never found anyone who would work on a commission, but also understood enough about web design not to promise the impossible to the client.

I think right now I'm just frustrated, and could use any advice, direction, or words of encouragement. Thanks in advance.
