I am looking to build quality backlinks and wondered what members thoughts are on paying for backlinks using sites like Adsy.com Icopify.co and other marketplaces? Looking at many of the websites where links could be posted, the quality is pretty poor. But I do like the ability to filter results based on interest & by geographical/country audience to find suitable places. I think I have found some beneficial sites to pay to display links/content on but not sure if this is worth doing, or just a waste of money.

Yes, purchasing backlinks are normal and beneficial when they are of relevance and high quality. I wouldn't purchase from 99% of the places on the internet though. Best way to avoid low quality and link farms are to hire an outreach specialist that will contact sites within your niche for backlink opportunities. Not a service where they have a premade list of sites where they place links all the time for every client. I'd avoid "sponsored" links as well. Great backlinks aren't cheap!
Buying links is always risky. We have a position in our company where an appropriate specialist watches over the proper acquisition of links. Thanks to this, we can be sure that the links are of the right quality. These are not random spam links.
Why buy backlinks when you can hire an expert to do this? There are plenty of websites having 100+ outbound links to other websites and are poorly optimized. I don't think you want backlinks from such websites.
Very hard to determine but if the backlink is relevant to your niche and the site is low spam score, high DA etc, i am sure their are factors that determine if its worth it or not. But knowledge is good
TBH, I wouldn't buy links from the network sites. I'd rather do manual outreach. Unfortunately, even with manual outreach you'll still have to pay website owners for link placements. That's why some people prefer niche edits so at least they will save money on content and can get links from already ranking pages.
hiring an outreach specialist that will contact sites in your niche for backlinks is no less difficult than finding the right donor sites yourself

Always do linking yourself, never, ever pay for SEO link building services, for they are just paid form fillers and do not deliver the traffic or result - the publisher provides the traffic. You will pay twice - one fee to the agent and other to the publisher, to avoid paying out twice, just go direct to the publisher for if you attempt to bypass them, they can and will sue you in Court.
High quality links - yes. Blackhat / Spam / Low Quality Junk links - no. The only links worth paying for are high quality links on reputable and relevant authority sites and these can only usually be bought via outreach.
Incorrect, these SEO agents/freelancers DO NOT have any 'relationships' with large authority sites whatsoever. They do often have relationships with blogs but can be very hit or miss, but usually their claims are bs - why?, because such authority sites don't need them period. I've never had any approach towards my million visitor websites, about any partnership or relationship whatsoever, and I've been in the publishing game for nearly 20 years. The link building sector is built on nonsense and bull, heck, I had many conversations with clients about being ripped off by low level link campaigns or PPC ads they bought etc. You don't need link buying services, it's a proven waste of money when you could have done it yourself and saved the 'SEO consultancy fee'. I mean why aren't people checking out the sites, contacting the owners and getting stats? Come on, it's not difficult.
Journalists won't write about some silly blog or Sole Trader - there's got to be a significant website story there. Even if a you post to a PR site, it will likely be a low level place with minimal traffic flow, and the story won't be taken seriously as everyone knows these sites are a haven for spammers. Certain sites attract certain activity and you must have a decent story and some naff idea is not what Journalists write about.
