Buying backlings, can it work?

I have reached page 5 of google search results for my keywords, using good old fashioned techniques like article submissions, guest posting on other sites, forums, etc. It is looking like will take me some time to reach page one and am wondering about paid link services. My gut instinct tells me that these don't work and that google doesn't like this approach, but maybe I'm wrong?

Are there paid services that are safe? How effective are they? What about cost?

They can be very effective it the site has a good PR.
