Neither, both options get you in trouble with the new Google knowledge based algorithm being used. Trust me you do not want to BUY anything to increase traffic, instead do it with good content and ads. Follow basic SEO rules and you will get results.
Ads could be anything, from Google Display and search ads to social media to banner ads on independent websites and affiliate marketing. Backlinks are part of a wider term called Linkbuilding which would help tremendously to increase the trust flow of your site. But nothing will work in long term if you do not have good content, make sure you create and add good content and also research your keywords and use them in your copy. Advertise your site on search engine, social media or forum/blog sites instead of buying or exchanging traffic. Generate genuine traffic because traffic that are bought are worthless.
